The ASRock Steel Legend 12GB OC version offers more efficient cooling, very low noise levels, and striking ARGB lighting compared to the base models. Its performance beats the RTX 3060, but it falls behind newer rivals. Compared to cards like the RTX 5060 or RX 9060 XT, it stands out more for its larger memory than for its price-to-performance ratio.

We’ve already covered the architecture and specs of Intel’s latest Arc B580 and B570 graphics cards at launch. What was missing from our test results until now was the Arc B580—so today we’re filling that gap with the ASRock Arc B580 Steel Legend OC.

A little reminder to start: these cards build on the previous A580 series with the Alchemist architecture. The B580 lineup moves to the new Battlemage architecture and targets gaming at 1080p and 1440p resolutions, including ray tracing.

The card is powered by the BGM-G21 chip, manufactured by TSMC on the 5nm process. While the raw specifications might not suggest radical changes, efficiency has improved significantly, with higher clocks and better core performance. The Xᵉ2 architecture introduces second-generation ray tracing units with a 26% boost in throughput, and Intel claims up to 70% higher performance per Xᵉ-Core. In practice, the B580 should be roughly 24% faster than the Arc A750 at 1440p, while offering up to 50% better performance-per-watt thanks to architectural optimizations.

The new models use a narrower memory bus—192 or 160 bits compared to the A580’s 256-bit bus. This reduces bandwidth but allows for more balanced memory configurations of 10 GB and 12 GB, which make more sense for 1440p than the older 8 GB or 16 GB options.

In its reference specs for the Arc B580, Intel lists a GPU clock of 2670 MHz and memory running at 19 Gb/s, with a TDP of 190 W.

<td bgcolor="#003663" The ASRock Steel Legend 12GB OC version offers more efficient cooling, very low noise levels, and striking ARGB lighting compared to the base models. Its performance beats the RTX 3060, but it falls behind newer rivals. Compared to cards like the RTX 5060 or RX 9060 XT, it stands out more for its larger memory than for its price-to-performance ratio.

Test build

Reviewers usually test the performance, thermals, and noise of graphics cards on open-air test benches. In such a setup, the system has virtually unlimited access to cool ambient air from the surroundings, and the warm air from the graphics card is quickly expelled into the open air. Inside a case, however, the air volume is much smaller. Once components are installed, it becomes necessary to find a balance, tuning the cooling system so that system fans aren’t too noisy, while still ensuring sufficient airflow through the case. Powerful CPUs and GPUs produce a lot of heat, raising the temperature inside the case, and component temperatures are usually higher than under ideal open-bench conditions. This is why results for clocks, temperatures, and noise in such test setups tend to look better than what you’ll see with the same components inside a PC case.

That’s why graphics cards are tested inside a PC case. For this purpose I chose the Fractal Design Meshify 2, featuring one of the most common case layouts and cooling designs. Unlike expensive, oversized cases, its size and price make it suitable for lower- and mid-range GPUs, while still being able to fit and cool even large power-hungry high-end graphics cards. In this setup, using a case with all fan mounts populated lets us compare cards under identical conditions.

All system fans are set to around 780 RPM. I opted instead for a top-of-the-line air cooler, the Noctua NH-D15 G2 LBC in an offset mounting configuration, for two main reasons. First, it offers greater reliability and more predictable long-term cooling performance compared to liquid coolers. Second, it has a smaller impact on case airflow than an AIO.

When CPU load increases, speeding up the radiator fans on an AIO cooler can significantly change the airflow inside the case. With an air cooler, higher CPU fan speeds have much less impact on case airflow. Traditional aliasing performs slightly worse in terms of image quality compared to using FSR or DLSS at native resolution, i.e., in Native AA or DLAA mode.

Different anti-aliasing methods vary in image quality, and currently, the highest-quality DLSS only works on GeForce. GeForce owners have no reason to choose anything other than DLSS. To compare performance across both GeForce and Radeon cards, we will also test all cards with FSR.

For weaker cards, we measure performance at Ultra settings without ray tracing, while for more powerful cards, we also test RT Ultra and RT Overdrive with path tracing.

Global settings Ultra

The lower Ultra settings are tested primarily for older cards. Powerful cards are bottlenecked by the CPU, so the performance increase does not correspond to the raw performance of the cards. Ray tracing is not used, and we can manage without DLSS.

1920 × 1080

<iframe loading="lazy" Its performance surpasses the RTX 3060, but it falls short against modern competitors, and compared to cards like the RTX 5060 or RX 9060 XT, it stands out more for its larger memory capacity than its price-to-performance ratio.

Final thoughts

Even in its latest generation, Intel Arc cards cannot be recommended to average gamers who see hardware merely as a tool for playing games and who aren’t interested in experimenting with what each piece of hardware can do and how it differs from others.

Compared to competing products from AMD and Nvidia, their only significant advantage is greater memory capacity—the competition offers 8 GB cards in the same category, while Intel provides 12 GB. If you are convinced that this will allow you to play most new games properly for the next two years and you are looking for a cheaper card for a gaming PC, then purchasing an Intel Arc makes sense. In terms of memory capacity relative to price, only the older 12GB RTX 3060, which has lower performance, is on par. However, this could change in the coming months if Nvidia releases a 12GB alternative to the RTX 5060.

It cannot be said that Intel neglects software; on the contrary—it is evident that they are trying hard and care about it. They work on fixing bugs, regularly release driver updates, and even prepare drivers for new games. For example, PresentMon is likely the most sophisticated performance measurement and monitoring application among those offered by manufacturers. However, it still suffers from the fact that the competition has years of more intensive driver development and a much broader reach, including support for proprietary technologies like FSR and DLSS. Intel has its alternative, XeSS, and the number of titles supporting XeSS is astonishing considering its market share compared to the competition. Nevertheless, there are still fewer supported games than with competitors. Another disadvantage is the significantly smaller user base. Fewer owners participate in public “beta testing” of drivers compared to GeForce and Radeon cards. You are more likely to encounter issues in non-mainstream games than with competing products. For less frequently played titles, it is also more probable that driver optimization will not be as good as for popular games.

Another drawback of Intel Arc cards is their higher idle power consumption. Although improvements over the previous generation are noticeable, Radeons and GeForces handle power-saving modes better. The system power consumption with an Arc B580 installed was about 20 W higher than with an RTX 5060 or RX 9060 XT. Diagnostics showed the card’s power consumption under no load to be around 36–39 W. Theoretically, it should be possible to reduce this by enabling ASPM and adjusting PCIe power management settings in Windows, but on the test motherboard, this did not affect the card’s power consumption. Even if you succeed, it only works in absolute idle states. As soon as more frequent screen redraws are required, the card switches to higher power states, and consumption increases even in scenarios where GeForce and Radeon cards remain lower-power. It also performs worse at higher refresh rates. This can be partially mitigated by reducing the desktop refresh rate to 60 Hz and using VRR in games, but if you have a 144Hz monitor, you likely don’t want to stay at 60 Hz even on the desktop.

However, these are issues common to all Intel Arc cards. If we set them aside and focus on how the ASRock Steel Legend model turned out, it can be stated that this is a well-equipped card with an oversized cooler, making the roughly 200W card under load quieter than is customary in this category.
